Whiteclay, Nebraska

Whiteclay is a very small unincorporated community in the far north of Sheridan County, Nebraska, sitting just south of the Pine Ridge Indian Reservation and the Nebraska–South Dakota state line. Its population has been tiny for decades -- 14 residents at the 2000 census, 10 in 2010, and 8 in 2020.

Whiteclay's history is closely tied to its location on the reservation border. The community grew up in a narrow strip of land removed from the reservation's jurisdiction in 1904, and for most of the 20th century its economy centered on alcohol sales, since the sale and possession of alcohol is prohibited on the Pine Ridge Reservation itself. That chapter closed in 2017, when the state denied license renewals to the community's remaining liquor stores.

History

In 1882, the federal government added a roughly 50-square-mile buffer zone -- the White Clay Extension -- to the Pine Ridge Reservation specifically to keep alcohol away from reservation residents. In 1904, President Theodore Roosevelt signed an executive order removing 49 of those 50 square miles from reservation jurisdiction, and traders soon established a settlement just outside the new boundary. Whiteclay's population peaked at 104 in 1940 and has declined steadily since.

For decades, the community's small number of liquor stores sold beer to reservation residents; in 2010 alone, four stores sold roughly 4.9 million cans of beer, generating about $3 million in gross sales. In April 2017, Nebraska's Liquor Control Commission denied license renewals to all four stores, citing inadequate law enforcement in the area, and the licenses expired that April 30. Store owners appealed to the Nebraska Supreme Court and lost. Since then, Whiteclay has seen fewer transient visitors, and in recent years local organizers have worked to bring small new businesses, including a community makerspace, to the town.
